This is the water heater issue specific to Chicago's building stock, and the reason a heating company should look at your swap.
In a typical bungalow or two-flat the furnace and the water heater both vent into one masonry chimney sized for the pair. Replace the water heater with a power-vent unit that exits a sidewall, and the furnace is left venting alone into an oversized, cold flue. Gases cool, condense, and attack the liner. At worst the furnace spills combustion products into the basement.
The fix is usually a correctly sized liner. It is cheap when planned and expensive when discovered. A quote covering only the appliance and the water connections is an incomplete quote.
